ACA open enrollment begins with benchmark premiums up 13% on average for 2027
KFF said benchmark silver premiums are rising 11% in states that use HealthCare.gov and 16% in states that run their own marketplaces, after a 26% increase from 2025 to 2026. Insurers point to higher medical costs and a sicker risk pool after enhanced premium tax credits expired, KFF said, and people with incomes above 400% of the federal poverty level no longer qualify for those credits and pay the full price.
CMS said more than 75% of people who buy coverage through HealthCare.gov will still have access to premiums at or below $50 in 2027.
Why it matters: Most marketplace enrollees get subsidies that cushion the increases, but KFF said higher costs may lead more healthy enrollees to drop coverage, adding further upward pressure on premiums.
