North Korea tells UN that Seoul fabricated border mine blast as howitzers appear near DMZ

North Korea's UN representative sent a letter to the Security Council on Sunday accusing South Korea of fabricating a September 21 landmine blast in the demilitarized zone (DMZ) to cast Pyongyang's border fortification work as a military incursion, state media KCNA reported. The letter warned that violations of North Korea's sovereignty could prompt self-defense measures.

South Korea's Yonhap news agency identified self-propelled 122-mm howitzers deployed near the border, and a Reuters witness on Monday saw a North Korean artillery piece in clear view with its barrel pointed south. South Korea's Unification Ministry said the letter repeated the North's existing position. Seoul sent its own letter to the Security Council last week blaming the blast on a North Korean mine, and the UN Command has said a North Korean mine violated the armistice.

Why it matters: The exchange puts the border dispute formally before the Security Council days after Seoul proposed military talks to confirm the exact border line.
